For purposes of this section, the term MOBILE HOME shall have the same definition as set forth in § 152.01 of this code.
(A) Basic provisions.

(2) New multi-family dwellings;

(a) The mobile home that is being replaced has been at the same location prior to enactment of Ordinance 992, enacted January 8,1974; and
(b) The replacement mobile home must be a model that was manufactured no later than five years from when the application for the special exception is made (for this subsection (b) the model date that is listed on the certificate of title for the mobile home shall be used to verify the age of the mobile home).
